Create a new file. Fill the background with Black. With the help of rectangular marquee tool, select the part of the image as shown :-



Create a new layer. Fill the selection by selecting #5F473F as foreground color and #5F4234 as background. Use linear gradient to fill the selection :-



Now, go to Filter > Noise > Add noise and set the values as shown :-
Amount 3.20, Distribution = Uniform, Uncheck the Monochromatic option



Now go to Filter > Brush Strokes > Accented Edges and set these values :-
Edge width = 3, Edge Brightness = 5, Smoothness = 4



Now, go to Filter>Brush Strokes>Spatter and give these values :-
Spray Radius = 5, Smoothness = 5



Again apply the noise filter with similar settings. Now, select area as shown in the figure with the help of rectangular marquee tool :-



Create a new layer and fill the selection with linear gradient, selecting medium gray as foreground and dark gray as background :-



Now, apply Accented Edges filter again. Go to Filter > Brush Strokes > Accented Edges with these settings Edge Width = 1, Edge Brightness = 7, Smoothness = 3



Now apply spatter filter, but experiment with the settings until you get the result as shown below. Also apply noise filter. After that, remove bottom part of the layer with soft feather brush. Duplicate and place this layer at the top and reduce the size of this layer as shown :-



Draw few #5F4948 color lines with soft feather brush after creating new layer as shown in the figure and reduce their opacity around 50%



Add your text. Our rusty metal plate is ready :)
